When this message has come up after attempting to create a claim, it has been because the claim cannot be sent because of the selection for the billing provider.
This means that the provider of the service is not a primary provider and that the insurance claim defaults have no one selected.
If the provider who completed those procedures was suddenly a primary provider, then the claim could be created or if a primary provider is selected in the insurance claim defaults, then a claim could be created in this scenario as well.
Something else, make sure subscriber id# is correct.
